I think the answer is B. The custom settings should allow for Skills and Certification entry, otherwise we won't see the option to add new ones.

I believe the issue might be with the 'Allow Skills and Certification Entry' setting in the Custom Settings. We should check that as well.

I agree with Nathalie. We need to make sure the Permission Set is assigned correctly to be able to add new skills and certifications for the resource.

I think the reason we can't migrate the skills data is because we don't have the required Permission Set assigned to the resource.
