I'm leaning towards Option C. Pre-cabling each slip during construction would ensure everything is properly set up from the start.

I'm not sure about this one, but I think C) Pre-cable each boat slip during construction could also be a valid option. What do you guys think?

I disagree with you, Leota. I believe the correct answer is B) Place distribution cable onto the dock and terminate in a suitable cabinet or enclosure. Install service drop to each boat slip.

I think the answer is A) Installed one or two pair cables from the boat slips to a distribution terminal on the closest point of land.

Option B looks like the most practical choice here. Placing the distribution cable on the dock and installing a service drop to each slip seems like the most straightforward approach.
