I think D is the correct answer. A contract tester who has never worked for the organization before would have the most unbiased perspective and the highest level of test independence.

Hmm, I'm not sure. I guess I'd have to go with B. A permanent programmer who reviewed some of the new code, but has not written any of it, would be more independent than a business analyst who wrote the original requirements.

I disagree, I think C is the right answer. A permanent tester who found most defects in the original system would have the deepest understanding of the system and would be able to test it more thoroughly.
