Haha, positive market conditions? Really? Juran would say that's no excuse for poor quality. I'm going with C, top management involvement. The big bosses have to walk the walk, not just talk the talk.
Hmm, I'm not sure. Maybe B, a reward and recognition program? That could help motivate people to focus on quality. Though I guess Juran cared more about leadership than incentives.
D, properly trained quality staff? Come on, everyone knows that Juran focused on the role of top management, not frontline workers. This is an easy one.
