I'm going with 'command post restructuring operations'. Sounds like it involves a lot of fancy military jargon, which is always a good sign on these exams.
Hmm, 'alternate designation' sounds like the best option here. Gotta have a backup plan, you know? Don't want the whole operation to fall apart if someone's running late for the emergency.
