Yep, I'd have to go with option A as well. It covers all the bases - 6 'message' elements, 3 'operation' elements, and one each of the other elements. Seems like the complete set for this service.

But if we have separate elements for each function, wouldn't we need more 'message' and 'operation' elements? That's why I think A is correct.

I'm inclined to agree with Lauryn. The question states that we need separate elements for the request and response messages, so that adds up to 6 'message' elements.
