This is a no-brainer! C) recovery, all the way. Although, I have to admit, the thought of someone trying to 'remanufacture' hazardous waste is kind of hilarious. Maybe we could start a new product line: 'Radioactive Surprise!' - it'll be the next big thing!

Definitely C) recovery. I mean, who would be crazy enough to try and reuse hazardous material? That's just asking for trouble. And I'm pretty sure 'refurbishing' is for old furniture, not toxic waste.
