Exactly. And the fact that they can't install additional software means that the Oracle Data Guard replication solution is also not viable. SUM DMO with System Move is the way to go.

I agree. The best option here seems to be the SAP Software Update Manager (SUM) Database Migration Option (DMO) with System Move. That way, they can migrate the SAP landscape to AWS while still using the Oracle Database they're required to use.
