Option E with an ALB instead of an NLB? That's an interesting approach, but I'm not sure it's necessary for this particular use case. Keeping it simple with an NLB might be the way to go.

I'm not sure about option B. Configuring the overlay IP address outside the VPC CIDR range could lead to some network routing challenges. I'd prefer to keep it within the VPC range if possible.

I think option C and D are the best choices here. Using an NLB with a target group that points to the overlay IP address seems like the most straightforward way to achieve the required network access.
