The overlay IP address is the real star of the show here. I bet the architect is picturing it like a little superhero, leaping between VPCs and on-premises environments, saving the day. Transit Gateway seems like the best way to give that little guy the freedom it needs to do its thing.

VPC peering might work, but managing all those peer connections sounds like a nightmare. And a Network Load Balancer doesn't seem quite right for this use case. I'm leaning towards the Direct Connect gateway solution.
