I agree with Gracia, the low utilized RI is the way to go. Although, I'm a bit curious if the user has any plans to increase their usage in the future. Might be worth considering a different option then.

Hmm, I think the user should go with the low utilized RI. The instance is only running for 3 hours a day, so they don't need the high or medium utilization options.
