Definitely C) initiator. The person who brings up the idea of buying the product is the one who gets the process started, even if they aren't the final decision-maker.
Hmm, I was torn between A) influencer and C) initiator. I guess the initiator is the one who gets the ball rolling, while the influencer sways the decision.
