I'm going with C. A key in PendingDeletion state would definitely prevent access to the KMS. Though I wonder if the developer forgot to renew their key subscription or something.

Hmm, I think the answer is B. If the user key master key is in Disabled state, the KMS can't be accessed. Seems pretty straightforward to me.
