Haha, I bet the developer was trying to access the KMS with a broken key. You know what they say, 'when in doubt, blame the user's key.'

I'm going with C. A key in PendingDeletion state would definitely prevent access to the KMS. Though I wonder if the developer forgot to renew their key subscription or something.

Hmm, I think the answer is B. If the user key master key is in Disabled state, the KMS can't be accessed. Seems pretty straightforward to me.

I agree with Ryann, if the HTTPS protocol is not enabled, the key management service cannot be accessed.
