Option B is the way to go. Who wants to dig through a messy env.php file when you can just update the QUEUE_CONFIGURATION settings in the UI or CLI? Easy peasy.

I think B is the right choice here. Keeping the configuration separate from the app/etc/env.php file makes it easier to manage and update the settings for the Production environment.
