I'd go with D. Archiving to the database is the way to go - it's reliable and easy to query if needed. Plus, it keeps the server tidy.

Option B seems like the easiest way to access the data. Why would we need to dig into the database when we can just view it in the actions log report grid?

I think the answer is D. The data is archived in the magento_logging_event_archive table, as that is the default behavior for the Log Entry Lifetime setting.
