Definitely 403 Forbidden. Anything else would be a bit odd, don't you think? I mean, who wants their dispatcher to be a rebel and return a 400 or 404 instead?

I'd go with 403 Forbidden. Seems like the most appropriate response when the dispatcher is configured to deny access to a specific URL.

The dispatcher should return a 403 Forbidden response when a denied URL is requested. That's the standard behavior for restricted access.
